Sounds to me like he does still want to but because you didn't make concrete plans, he went and made some with his friends. That is the problem with just saying "Hey, you want to hang out sometime?" or something similar.
To me, that isn't concrete and if something had come up with my friends, I would have done the same. Best advice would be to respond with something like "Okay, great. Hope you have a good time. If something changes let me know. If not, let's set something up for ___________."
That should give you an idea if he is serious or not by the message you get back.
I mean, from what I am reading, you didn’t set an exact date or time. So, let him get back to you on it.
