Why does he say that he wishes we talked more often?

We're basically just friends. Not even like close friends. Sometimes we don't talk for weeks. He has work, and his hookups and also suffers from depression and ptsd. I have been there for a few times when he was going through a low phase. I think he feels bad or like he owes me or something. He doesn't keep contact with me. Buut once in a while says, "I miss talking with you, wish we talked more. Sorry for not saying a lot and vanishing". I've been busy lately as well and I really don't feel bad that we' dnt talk much anymore. Yesterday I told him bye when we were chatting because I had to conduct a lecture. He suddenly said "okay, have a good time And hey I hope we chat a lot and not like send one text only the whole day. I know it's my fault when that happens." I didn't say anything much, just that I hope that too, but it's okay because we both get busy with our lives. " I don't get it, why say that and vanish the next day. And I knew he would. So I didn't feel anything when he said it. Does he think he can play with my feelings because we're currently living far from each other?

That's not true. I'm the one who's always trying to talk. But I don't know. To each his own I guess.
