Is this guy about to say I love you?

so lately I’ve noticed that this guy I have been talking to has been changing his words from saying “I like spending time with you” or “I enjoy spending time with you” and just started saying things like I love that outfit on you, I love spending time with you, I “love” this and that.

He also made a comment today, we were having a conversation and I was telling him how I was in pajamas all day at home and he responded with “haha can’t wait for you to walk around in your cute pajamas in our own place one day”

I have a feeling this guy wants to say I love you and is holding back?
Is this guy about to say I love you?
