Girls, What does it mean when a guy puts his arm around your waist and tickles you?

There's this guy who came about five times before when I was out with friends. He's tall, strong and manly and drives a pickup truck. We've chatted every time. He took four of us and carried some beach chairs in the tray. Everyone was having fun, I wore a bikini top and shorts and I chatted with him a bit and he put his arm around my waist and tickled my belly. I didn't mind, but would he have done that if I was covered? Does he like me or just my body?
