His girlfriend broke up with him a few years ago but when I asked him his status, he said 'It's not a full-on relationship but it's been going on for a while', what does it mean? should I leave him alone or pursue a relationship with him?

He's non-committal. Unless a guy is very upfront about what he wants with you, and it's explicitly a relationship (not: "I really like you, and I wanna see what the future holds" bs) he DOES NOT WANT A RELATIONSHIP.
Leave him and go find someone who actually knows what they want.

That sounds like that it is an on/off thing where one of them can not commit BUT there is attraction or relationship... something is going on and at least one party thinks there... from my experience. I am not an expert.

Probably clutching for straws, and is living in hope that it might happen again. Have a suspicion if you ask the ex girlfriend she would tell you it ended a few years back.
