Guy's Behavior

Do guys get shy and want us to make the first move?

I met a guy (33) online and we had 3 dates in total with a 4th one coming up. Had a great first 2 dates, we were laughing and connecting really well. After the 2nd date, I was traveling to the other side of the world for 2 weeks with 13hrs time difference and he downloaded an app to continue communicating with me daily (texting was expensive, on the app is free).

After recovering from jetlag, we went out for a third date and it was good. He had asked me for a 4th date. I’ve been out of the dating scene for a while now.. this guy keeps everything clean (no naughty messages), he hasn't tried to kiss me, there’s barely any touch (hugs not counted).
He has mentioned multiple times that he isn't dating anyone else or talking to anyone and he is okay if i did so but he would appreciate if i told him im dating someone else. He has planned for me to attend his friend’s party (3mths in advance!). He talks about sometime in the future when I move in with him, maybe we can get a dog. Lol.

I don't know if he wants me to kiss him or he prefers to take it slow. He doesn’t even cuddles when we watch a movie, he’ll come really close to my face, but whispers and talks in my ear about the movie and keep his arm close but no cuddles. Lol before he went to his car on our last date, he held my hand and said he really had a good time and can't wait to see me again.

Does he wants me to make the first move to kiss him? Or is he taking it slow? Will he get turn off if i tried to hold his hand the next time we meet?
