Is this guy in or out?

So a guy and I have been talking for a few months, even sexting at some points. We met at an event via mutual friends who think we should date. A few weeks into us talking which we had shared some sexting too, we hung out for the first time he went shopping with me for a golf tournament then I went to his place which it was late so he told me to spend night. While we did other things in bed, he turned me down for sex and we stopped cold in the middle just went to bed. Next morning everything was fine and we went to a movie together later that day. He feels a bit all over the place like hot and cold with me but I’ve also tired to step back and end it multiple times which he won’t let me go. We may not talk for like a week but now he’s been back consistently talking to me, and again some sexual conversations. To be clear, these are all sober daily convos- it’s not as if he only texts me late at night. Recently , he’s also been sharing sexual fantasies with me about what he wants and we’ve openly discussed them and played into them via text. While he knows I’m filling willing to sleep with him, after 3 months he still hasn’t slept with or seen me in person. If I call him he’ll answer talk to me on the phone and always texts me. I do like him and would want see where things went if we were together more. I don’t know what to do or why he’s doing this if he doesn’t want anything, even just sex with me…help..
