Is my manager subtly flirting with me?

We had a work event for employees that had food, drinks and games set up outside the building. During our break, my boss and I ran out there to grab food to bring back. The store manager was there too. At one point it looked like he was looking right at me but he was actually looking at the guy behind me. Before I knew that though, he says “shut your mouth” and I thought he was talking to me so I was all confused. I said “I thought you were talking to me” while laughing, then my boss jokingly adds, “are you yelling at my girl like that?”. Then he says “no but she can yell at me though”. What does that mean? I rarely speak to him because he’s very attractive and off limits. When I try to avoid him, he seems to always try to grab my attention. There was a time where I had my back toward him and he was speaking to my boss. He interrupts her mid conversation to mention how there was something different about me. I recently dyed my hair and he noticed; made a big deal out of it. Is he playing some game or what? It’s bothering me because I’m good at figuring it out but he‘s a lot harder to read than most.
