Guy's Behavior

Guys, what is with this guy? Is he just playing games?

this guy at work has been full on flirting with me for 2 weeks now (touching, staring, etc) and asked to spend time together. I asked him if he wanted to hang out last weekend and he said yes and that he was going to text me. which he did. but he was saying he's so hungover and doesn't feel well to go out and then left some of my messages on unread. saw him at work today and he totally ignored me until a meeting. i noticed i had a missed call from him and he came into my office (we were alone) and just leaned into my chair, resting both arms on the back of my chair and leaning his legs against mine, he was sooooo close I could feel him breathe on my neck. After the meeting he asked if I'm busy with another meeting and I said yes. he said ok cos Id like to talk. But he didn't try to catch me after that or text me. i texted him later and asked if he tried to call me and he said yes i wanted to know if you were in the meeting. I am so confused. I feel like he doesn't seem to care enough to meet me outside work but then he acts so flirty at work. Is he playing games? What should I do?
