This guy I used to date would have on and off relationships with me, ge couldent decide if he wanted to or not, when he would he’d share the most deepest things with me then end it a week later, it’s been a year since we talked and all he does is look at me but he never looks away when I catch him. How do I make him stop if he won’t let me even talk to him? And why is he even doing it

You could call him out on it and make a scene. You're clearly dealing with someone who isn't sn emotionally healthy person.

He's doing it because although you no longer have a whatever it was relationship, he still cares/wants you. As for making him stop, you probably can't so do your best to avoid being in the same place as him.

Not at all. What’s even worse is he used to glare at me but since this year when he Looks at me it doesn’t look like he hates me, but he glares at my now boyfriend a lot
