Probably good looking or in revealing clothing. It's hard not to stare with body parts hanging out 🤣
I guess they might also stare at someone if they are extremely unattractive. But if you know you're not ugly then it's probably because you are attractive.

If they walk up and talk to you then that’s another thing. Like most people say revealing clothing and can be good looking. I’ll admit I have guys looking at me. I do have a major crush though on this one guy and I think he’s too shy to ask me out as he does seem interested.
