Sounds like one of three things, 1 he likes flirting and doesn't want to stop. 2 he wants to leave his opinions open or will cheat. And 3 He is single but isn't interested in you and trying to be nice.

There is likely someone else. He may also be being evasive to see how things go with you. If it turns out he doesn't like you he can say he has a girlfriend as an excuse to try to let you down easy.
