What does this guy want?

This guy I'm going to call him "John". We had a toxic dynamic because we always fell out and then months later started talking again. He for sure likes me because he said it but I'm not interested in him. Long story short we got into an argument because he felt I was playing games and leading him on the entire time. We didn't talk for like 3 years. Most recently he followed me on social media and I followed him back. Occasionally he sends me a message but I'm mostly standoffish towards him.
