Guys are afraid of rejection, like everyone. They've experienced being told they were "creepy" for making an effort. They've been told they are too short, too poor, too ugly, too horny, too needy, too masculine, not masculine enough. Women are a minefield of potential traps that can wound a guy, and women often act like we should know that we are hopeless slugs unworthy of their attention. Yeah, sign me up for more of that. So they watch, and the yearn, and they don't approach you because you can't just say "no thank you", you have to verbally gut the guy to make sure he never dares approach anyone ever again.

@236color i only say 'no thank you' to everyone no matter what the reason. less desirable guys think we make it our mission to reject them, but really most guys who approach me i would not date no matter how nice or good looking, but i still like them as a person

the ones who are actually creepy i still just say 'no thank you.' if they politely ask what it would take to date me, i would say i'm not interested personally but they might have better luck with girls in general if they did this and this, for example; such as, 'i prefer a more masculine guy' or 'i don't care how much money a guy has, but some girls do.'

Guys can stare for a bunch of reasons, even if they're not into someone. Maybe they find your outfit interesting, you remind them of someone, or they're just lost in thought and zoning out. If it makes you uncomfortable, though, a direct look and a smile can usually shut it down politely.
