Why does he act so uninterested when we talk?

Hiiiii guysssss!! I’ve started noticing this guy stare at me all the time, and he is really cutesie so I tried talking to him. As soon as I did he was so…. weird? He’d give me one word answers- wouldn’t look at me for more than 2 seconds without looking away at nothing- and had the most monotone voice. I decides I was imagining the looks so I backed off- only to notice him ALWAYS staring? When I do catch him he acts so nonchalant and like he was never paying attention to me. Help? Is he playing games or just shy? It’s like he’s trying to hard to act cool it’s kind of a turn off.
