Depends on circumstances.

How he feels about her, how well he knows her, how well he trust her and such.

If he thinks she is beautiful, then he'd probably want to tell her if he can trust her to not punish him for it, like ridicule him for it or otherwise start treating him worse.
Or if them are friends and being afraid it will ruin things.
Or if any of them are in a relationship and it can make things weird.

Essentially, if he can tell her without bad consequences. Then he probably would like to.

No. I’m a majority of cases we don’t because we know how sensitive women are. That’s why I think you can’t really be honest w women. He may dance around it, try to steer away from whatever awkward conversation is going on. But we usually try to avoid hurting a girl’s feelings. Some men won’t, but a majority of men do try to avoid hurting her feelings.
