What's a good way to get faster at running?

Im trying to run under a 12:30 min mile and a half. To me it's fast. I can't run everyday either because im suffering from shin splints but Im trying to find out a way to do this. I start to get exhausted after the first mile and begin to slow down a lot more. What are good tips for achieving success with this?
