If you want to be a fast runner you want to lose any weight including muscles and upper body strength while maintaining cardiovascular health and endurance. So eat healthy but do not eat enough, that is starve yourself by 10-20%, continue running or bicycling to maintain cardio efficiency and leg muscles but do zero upper-body exercises. That will make you run considerably faster after a while.

Shin splints take time to get over. I had horrible ones when i first started running. I've given people programs on here to run if you want to look under my BA's you'll find one.
Keep working on it and stretch your ankles, legs and hips. Try half miles at double the pace. Then rest 60 seconds and do another half mile at that faster pace.
walk for a few and run for a few and keep doing that for about 30-45 minuets. make sure you have good running shoes and get a heart rate moniter and stop watch. do it three times a week 4 a month and you should notice change.
