Confused? Working out but parts of me are gaining weight explanation?

I'm loosing weight yes and its noticeable that I'm getting toned. I eat healthy and workout But my breasts are getting BIGGER. I wanted to lose weight on that not gain! I thought it was just weight fluctuations but my sports bras feel way too tight and bras are just terrible to wear. I'm a double D and I wanted to be at least a C. Explanation?
My workouts are just running in intervals or playing baseball/football, legs, arms and stomach. I don't really do push ups.
