Girls, diets that work?

So, I'm 19 and I'm about ten pounds over weight according to the BMI chart. I go to the gym regularly, but I loose inches rather than pounds and it's always in places that don't matter. Like my waist. What's an eating program that will help me lose weight faster? I'd love to be twenty pounds lighter by November. Any advice would be helpful!
