If you want. But you're probably getting bulky because you still have the fat there - you need to do some running to help reduce the fat. Why are you aiming for a thigh gap? Some people's bodies aren't made for it. I'm extremely fit and thin but I do not have a thigh gap (I mean I have like a millimeter wide thigh gap but that doesn't really count). Most guys don't care, and personally I think being healthy is better than having some fantasy thigh gap.
And why is slim and fit not an option?

it's probably a bit early in life to be that focused on strength training since some of your bone plates and other things are still coming along. that being said, intense training of what is the most massive muscle structure in the body, the quads, quite incidentally leads to greater growth in all other muscle groups. apparently it is body's way of maintaining its normal proportions as your thighs thicken and expand.
