You don't have to have a clinical diagnosis to see a therapist. Most clients seen by clinical psychologists and other therapists are there for acute depression, interpersonal problems, etc. If you think seeing a therapist would help you feel better or find why you're acting out and resolve the issue, then do it. Therapy can't be productive unless you want it to be and are willing to for it.

Yes, if you get angry easily and react in extreme ways such as harming yourself or other people, you definitely need to seek anger management. Although, you could have other issues as well that only a psychologist or therapist would be able to address. Talk to your parents about it, your behavior is not normal and it's not okay.
Do you know why you are angry? Surely there is a counsellor at school?, that is another alternative if you're mum refusing to take you to a psychologist. Can I ask how old you are? Maybe it could really just be you developing. But if you continue to hurt yourself then it is best to see a psychologist!.

If you feel like you need it, give it a try. It's a win-win- either the psychologists diagnoses you and gives you medicine to control your anger, or you will find out that you're fine, which is quite encouraging in my opinion :)
