It can be either. If your overweight before but lifting weight then your still tongi muscle but you may lose weight cause your also burning fat. If your pretty thin and start toning then you'll probably gain weight from muscle.
Don't focus on weight because obviously it's complicated. Instead focus on measurements because muscle takes up less mass than fat.

Weight as in body fat? Not if you still consume the same amount of calories. However, if you're consuming the same amount of calories per day but are burning more of them than you're taking in (because you're working out to "tone" your body) then you will lose body fat.

If your goal is to look more toned you need to stop worrying about weight. What toning means is building muscle and reducing fat, resulting in a tighter, better looking and healthier physique. Muscle weighs more than fat, so you might end up weighing a little more than you did when you started, but you'll look better for it. Forget the scales, if you're gonna measure anything get some calipers and measure your bodyfat percentage, and use your mirror.
Weight doesn't really matter. If your general goal is to look better, lose fat and try get toned at the same time.

What? Toning mean losing the fat layers so your muscle will be more visible instead being cover by all the fats. Aka cut down the body fat.
So yes, it can make you lose weight.Gotta drop the fat first then start toning. If you try to do both at the same time you won't see results for a long long time.
