Exercise in and of itself cannot add or reduce size. Managing the amount of fat and muscle your body carries requires micromanaging rest, diet, AND exercise. Focusing on just one of these things is chasing your tail.
If you want to add size, you must be working out with a level of resistance that allows you to hit failure (the point where you CAN NOT go any longer without having your muscles give out on you) in 8-12 reps while in a calorie surplus and allowing for longer rest periods in between workouts (working the targeted muscle group only twice a week with at least 2 days rest in between workouts, for instance).
If you want to reduce size, you must be eating at a calorie deficit and allowing shorter rest periods in between workouts (every other day, for instance), and you CAN go with higher rep sets at a lower weight, but there's no real benefit to it in terms of aesthetics. The only benefit is that you build endurance more than you build strength.
Depends upon your set/ rep range, how heavy you are lifting, and your overall nutrition.
If you want size, choose a weight heavy enough that at max you can do 8 - 10 reps with good form, doing each rep with a medium pace. Do four sets.
If you want to train endurance and stay slim or get slimmer, do 3 sets of 15.
Make sure you eat well with both.
Considering they work your thighs and butt... they make them both bigger. If you're looking to make them smaller you need to do side leg lifts and fire hydrants and other inner thigh exercises.
It does not make them bigger. I did 280 squats a day for 2 months. It makes your butt bigger but it firms your thighs.

If you have a lot of fat in that area... you'll get smaller before you get bigger. fat burns faster than muscle builds. If you are already thin... you'll just get bigger.
