If I eat a lot of fiber and drink plenty of water will I lose weight?

like fruits/veggies and grains and LOTS of water only and do 30 min to an hour excercise will i lose weight in a month?
im 140 5'4 im pretty built in my stomach butt and thighs but could tone up my arms and those places as well i really want to get back down to 120 but in a healthy way in my family my mom doesn't cook we usually eat lots of fast food or pre-made things so since im just a college student i try to avoid that by eating semi healthy on a budget and since money is even tighter for me and im trying to lose weight i want to know if i strickly stay with those things and excerice reguarly if its possible
