Can women grow muscle without losing weight?

I read it somewhere on internet that women body is not capable of bulking up like body builder.
I have been working out for three months (mostly body combat, spinning, zumba and little bit of chest press and weight lifting) 5 days a week and only lose about 7 lbs. but somehow i can see my calves getting muscular and my arms biceps too. but my tummy still has belly rolls hence i still look fat (although when i check my body fat composition my visceral fat is only 3, and my muscle mass is increasing)
but i start to worry because i don't want to bulk up, i just want to be lean, and the my muscle seems to appears to places which i don't want to.
I like working out and i want to keep doing it, but i am afraid i will have bigger calves and arms, but my fat on stomach and thigh stay the same.
Can women grow muscle without losing weight?
