If it suits you, take a short walk outside before dark. Breathing in some fresh air fills your blood and lungs with enough oxygen to naturally relax the body and mind.
Relax your muscles with a hot soak in a scent that is pleasing to you. Spoil yourself and make it spa-like. Turn the lights down, light candles, play some soft music, and just breathe.
Have fun with aromatherapy. Lavender, bergamot, cypress, and few other soft scents naturally calm you and are perfect to mix with distilled water and spritz on your pillowcase before bed. Buying a bottle of lavender essential oil is so beneficial for sleep, and even if you dab a drop on each wrist before bed, if the scent agrees with you, just let it naturally do its job. You may want to graduate to a nebulizer, and drop lavender in to its reservoir to create a consistent spa-like aromatic feeling to your bedroom. Close the bedroom door and allow only the scent to remain in your bedroom without escaping to other rooms.
Read! Don't like to read? Start with something that is short, such as a magazine with short articles. Maybe even read a book on aromatherapy. But don't read on your ipad or phone, the backlighting actually tricks your eyes in to thinking it is daylight.

If you can snooze to music, choose something that is similar to spa music that is consistently soothing for several hours. Create a playlist for yourself that can cycle through a few hours, or just retain on repeat at a soft volume. Some spa music downloads on iTunes are quite cheap, and you could pay 99 cents US for something that is 1 hr long. Put it on repeat and you have a cheap ambience in your bedroom.
Put a low light on a timer. These are so nice when you don't exactly want to sit in darkness for a while, but will eventually get to sleepy to turn a light off. Buy a timer and attach a little nightlight to it, and just wind down knowing the light going off will be the least of your worries.
Maybe plug in a fan to circulate the air comfortably while you sleep, which also offers a bit of noise cancellation from outside if you have too much traffic or other noise that interrupts your sleep.

sing to yourself. think really boring thoughts. watch the same movie over and over and over every night. might take a few weeks for it to work, but whe you're bored of themovie it might work. sleeping aids (worst case senario), read, meditate

It is also the substance that sets your "body clock". So take it at the same time each night and your sleep patterns will become much more regular.
It is non narcotic, not habit forming, and won't make you groggy the next day. It doesn't make you sleepy, it tells your body to make you sleepy. It works great. After taking it for a few days, you will also sleep deeper and better. Try it for a few days, dont give up on it after one day.

Chamomile tea with milk and melatonin. Melatonin are natural pills you can get at any drug store like cvs or rite aid. They'll knock you right out :)
