That is a really difficult place to "tone up". Sometimes it's genetic. But as we age, the elasticity of the skin loosens, and sometimes it's really difficult to lose that, even if you exercise and are in shape.
I am in shape, but want to keep my skin firm. I use this Nivea skin toning lotion at night. I put it under my chin/neck and other places that might lose elasticity.
I also do these mini exercises: Tongue Press - look up at the ceiling and press your tongue flat on the roof of your mouth. Then lower my chin all the way down... I do this about 25 times.
A similar exercise is called Kiss the Ceiling, my mother taught me this actually. You do the same thing basically, but when you look up, you pucker your lips into a kiss position. I do about 25 as well.
I do yoga and Pilates, but the head lift could work, it's like doing crunches, but you're really moving your head/neck and not so much your abs.

do neck exercises maybe. but be careful cause u can really injure yourself.
Nothing you can really do to loose weight in a single area, You just gotta loose it everywhere buddy.
Just keep ya diet and excersize, and as you loose weight everywhere you chin will go down too!
