I want to build muscles upper body and tone my lower body and abs?

So i stopped doing workout for a while and i gained waight, i lose and gain wight a lot, and i want to change my body and im not sure how many times a week i should do cardio and how many times i should do strength workout, amd how many times i shloud do abs workout?
