Been shaving my sensitive parts for the better part of a decade and over that time I've learned a couple tricks that have helped me.
First thing is never shave anything that's not first been trimmed neat and scraped clean of dead skin cells.
Second part of the process is that you need take a warm shower to soften the skin and hair but not so long that you become saturated and wrinkly. It also helps if you message the area you intend on shaving.
Third aspect is that you use a GOOD razor and shaving cream. So many people cheap out on those two aspects but you never should.
Disposable razors belong in the trash and replaceable razors should be replaced after every use. As far as investments go, a carbon steel straight razor that will easily cost you well over $100 is the best investment for the long-term.
Forth aspect is that you stretch your skin out as much as possible and ensure you go with the grain and not against it to avoid slicing/dicing and general irritation.
Last step it to apply a soothing cream after drying your skin (don't rub dry) and follow it up with some aloe vera and 1% hydrocortisone cream a couple times a day for the following 1-3days.

Are you sure the razor is the problem? What type of cream do you use? Shaving cream usually works (if not the kind you have, then try a different brand with added moisture). Since my family doesn't buy shaving cream (to save money), I use some of my conditioner. It doesn't matter what you use, but you HAVE to put something on your legs. You can use a cream and shave, or you can apply lotion regularly. It most likely isn't the razor that makes you itch. I know for a fact that it isn't recommend to shave your legs without anything on them. You're more likely to get injuries that way, and it can definitely cause dryness and itching.
Sometimes its your skin and how the hair is growing out of it. Try getting new cream or shaving after your skin is good and wet from a shower, then lather some soap and shave closely with the direction of hair growth instead of against it.

Shave with coconut oil or something very moisturizing like an aloe shaving cream. I recommend not using soap bc it's usually very drying. Make sure the blade is sharp or not old.
I buy male razors instead of female. I need the job to get done, not cute pink handles.
And moisturize afterwards.You should probably get some cream to shave with
