Does calories in vs calories calories out always result in weight loss?

so I eat roughly 1600-1800 calories a day but lose about 2200-3500 calories a day via exercise however it's not resulting in weight loss. I know people will say you're probably putting on muscle but I haven't put on muscle and I've practically been like this for about two years no change.

i do eat reasonably healthy so I can't see what could effect me losing weight. I'm currently 65kg but I want to drop at least 3-5 kg just to feel a bit more fit and healthy as id be ideal there but it's not happening.
