Lift more and do less cardio. Cardio burns more calories while you do it, but lifting weights burns more calories overall because, after you stop the cardio, your metabolism quickly returns to its baseline, but the boost from lifting weights lasts for hours.
In addition, you probably need to change up your routine. Do different strength exercises, change the reps and/or sets, do a different kind of cardio, or any combination of those techniques and others. Your body adopts after awhile, and you need to change things up to start progressing again.

Sounds like a plateau. You have to shock your body. Either by a cheat day or complete change of workout.
I'm no expert, but it may be that because you're gaining muscle mass, it's evening out with your fat loss so there's no real weight change. Also something I find is that I can't lose weight when I'm nearing the end of my pms cycle because my body adds water weight... sorry I'm probably not the best person to be giving an opinion, just wanted to help :)
Don't focuss on weight loss, but on muscle/fat ratio. Has that improved? If you burned fat, but gained muscle, you will not see any weight loss. But your body should look different. Its difficult to jufge your statement since we don't know your height and present weight.

Yes your body could need a reset. Up your calories to maintenance for a few days then restart the process
