Lots and lots of cardio. If you have the money get a personal trainer and they will advise you in the best direction.
Cardio and eating 5 small meals per day, combined with lots of water, and choosing healthy foods will get you exactly where you want to be. You have to cut out sodas and anything with high fructose corn syrup, and you have to eat 5 small meals no bigger than your hand, per day..on a schedule. This will help to increase your metabolism and burn fat. Once that fat is gone your natural muscle tone will show and you can continue to increase it by lifting light weights at the gym but doing more reps.
By doing more reps and lifting a lighter weight, you are going to develop more tone instead of building mass. Your diet and cardio are more important, however. Good Luck! I joined my local gym not too long ago and recently lost 35 pounds!

Yoga or jump roping helps too. I think you shouldn't worry about losing weight. You should just focus on being more healthy. When you're a healthy being, you're get this sort of confident, knowledge (about healthy lifestyles), and eventually you'll look more toned and just plain healthy. Being healthy also helps you develop beautiful skin. so that's a bonus. I'm sorry, I'm just ranting here. But hope I give you some insights!
