How do I get rounder hips like the one on the right?

You have to understand that the appearance of your hips largely depend on your bone structure and not necessarily muscle or fat. There is no remedy in the world to fill out the hip dips and get you perfectly rounded hips. Trust me when I say that most women out there don't have perfectly rounded hips either. I don't think I've ever come across the image of a woman with perfectly rounded hips unless they have been surgically altered. Some women just have more hip dips, some less.
A lot of online articles and YouTube videos will suggest you to build your side glute muscles (gluteus medius and gluteus minimus) so that the muscles in that area will 'fill out' your hip dips. What they don't tell you is, that they may work for you and they may not work for you. While you can certainly control how much muscle you have by exercising, you don't have any control over where and how the muscles lay on your bones and how they look.
I watch a lot of bodybuilding videos on YouTube and never saw a female bodybuilder who could just 'fill out' her hip dips by exercise, and they are professional bodybuilders so there's no doubt that they also work on their glutes minimus and gluteus medius muscles. In fact, I even heard a female bodybuilder argue that building those muscles around her hip bones has enhanced the dent of her hips.
If you are at a bodyweight where you can get away with gaining a few more pounds, you could try that out too, maybe some more fat around your hips will make them look rounder. But the risk here is same with the one where you build muscle. You can't control your body's natural fat distribution so you can't be sure that fat will collect around your hips to perfectly fill out the dip. On the contrary it might do the opposite by distributing more fat around your 'love handle' and 'saddlebag' region.
Literally the only thing I can suggest you is to embrace your natural body the way it is and get over your hips. None of us have all features that we desire and that's okay, your body is normal and healthy, many people would kill to have even that so be grateful for your body every single day, and take care of it with good nutrition, physical activity and sleep.
If you really, REALLY wanna do everything in your power that's not as radical as plastic surgery, then you could try gaining some more muscle or fat and just see if it works for you. It might work and if it does, that's great! If not, nothing to do. Wear clothes that make your hips look rounder, and strictly avoid underwear with elastics that dig in to your hip dips. Build muscle on your butt so that even if your hips don't look perfectly round from the front, it will look amazing from the sides and back.
And the only alternative left is actually going under the knife. In which case, please do your research before getting it done.
It's genetic you can't change it and it's not a big deal. Nothing wrong with hip dips. Your muscles there are just shorter than those who don't have hip dips.

Hip dips are caused by weak hip abductors. That's why you see most of the "booty girls" using bands around their knees or ankles so much. Build up the muscle between the iliac crest and femur, and you get a rounded hip.

Two things you need:
A) A decent fat size diet, where you can gain a bit of weight in conjunction with...
B) A combination of good core workout regimens, while also shaping your waist smaller with a corset, which will then allocate the fat to either your breasts and/or hips.
Your bone structure and fat distribution determine how your hips are shaped. You can't do anything about that. You can be slimmer or fatter, but the dips will stay. Just be as fit as possible in the shape you're in.
You need a differnt bone structure and tendency to store energy in certain areas. The two photos have a totally different bone structure. And the second seems to build muscle and store fat around her hips.

It looks as if not even do the hip bone flare out more and the muscle and fat are deposited around the hips but even the pelvis of the second woman is tilted differently
You can’t really manufacture that no matter what. I also don’t think the second shape is superior it is Just different
I'll go as far as saying that the second photo has some Photoshop, surgery or something else done. Only some Instagram models look like that, even female bodybuilders don't.
Some girls do high weight squats and deadlifts. It really boosts muscle growth. Getting big round hips like that is likely a combo of a strong muscle base with some fat
Its genetics every body is different !! unless you find yourself similar then its possible.
Build your gluteus minimus muscles. Lots of side lunges. Side kicks and abductor machines
Squats, but why though? Dip hips are normal because of muscle curvature
use a resistance band and raise your legs sideways.

The only women who lack hip dips are the ones who go for a Brazilian butt lift.
Some can get a great ass naturally.
I have few girl friends that have a natural round ass. All from consistency at weight lifting
