That's genetics. Your body is pre-determined to store fat in certain areas. There are only 2 things you can really do to try to change your fat distribution:
1) Do more exercises on your upper body to shape it better or
2) Lose weight overall, so your upper body will get slimmer. Then, your lower body's muscles should still be there, and things would look more balanced out.

I'm guessing you've been focusing on your lower body for a long time, focused on building your ass and legs. Maybe that's why?
