What you describe are most likely keloids.
Because you most probably shave your genital area, which is incidentally the vulva and not the vagina (the vagina being the hole itself), growing hair start curling and grow into the skin causing rashes, itching and up to scarring if not treated properly

Use tea tree oil, an exfoliating brush to help with ingrown hair, && wax that area. Instead if shaving, I've stopped shaving and all the irritation, razor bumps have went away.
