Put it this way where I live in the UK they stopped giving out free antihistamines for hay-fever and free paracetamol because it cost the NHS up to £10 per box while you cam walk into b&m bargains and buy the same product for 35p and it will be the same story with tampons and maxi pads though it will take a while for the Scottish government to realise it.

Some people have "phobias" of public bathrooms. They are either uncomfortable going around other people or they are simply grossed out by public bathrooms because so many people use them and so many of them are dirty.
You do regularly buy toilet paper. How much you buy and how often depends on how many people are in your household, how much you use, etc.
You do not have to buy pads or tampons DAILY. They come with so many per package. How many you use depends on how heavy and long your cycle is. Some girls may need a package or two per month. Others may be able to get 2 months out of one package. It depends.
A lot of public restrooms have dispensers for pads/tampons as well. Some of these are free, others cost a little money (I've seen free, I've seen $.25 and I've seen $.50 or $.75 per item).
You can also obtain supplies from local shelters if you are truly in desperate need. There are homeless shelters as well as women's shelters. Both should have pads/tampons as well as other personal care items.
