Ceratopogonidae is the scientific name for this tiny bug, also called a midge, They can barely be seen or felt... until they bite and leave a small red mark that itches.

It's the American word for what people in the uk call a midge. Scotland even has a forecast for them.
There's an old story of a village that stripped a tax collector naked and tired him to a tree for the midges over night
