Depending on "how fat" you are, your blood numbers can be ok, at least for a time, but your musculature and other systems will catch up to you if you're carrying too much weight.
There may be some athletes like NFL lineman in that category, but most obese people are not fit

In general there's nothing stopping an overweight person from improving their fitness without losing weight. Obviously exercise becomes more difficult the heavier you are so it may not be the case for obese to extremely obese people.

Depends what you classify as fit and fat. Charles Barkley was fat most of his career. He was still more fit than most people.

Yes but only if they regularly exercise. There are no fat couch potatoes who also happen to be fit.
I know several people who are heavy but in perfect health. I think you can be healthy but overweight, just not obese
