I like to bench press and weight lift. I am 5'6.75" in height. My upper arm only slightly flexed is 22 inches and a quarter. I am a heavyset male (weight 230 pounds), but my arms are hard to the touch, and my triceps are rock hard. I have slight padding in skin.

Correction. I read the 6 backwards. I thought it was a nine... lol. my arm circumference is 16 and a quarter.

No way my arms were bigger than you and they weren’t that big. There’s no way your arms are 22 inches.
I have one of those covidian Devon medical ruler things and a skin marker. I made marks on my skin and measured.
I was a lot bigger than you and my arms weren’t that big Hulk Hogan was that size in his prime and look at his arms

My thighs aren't that big, and I have very strong legs.
I think a cut would do you good to chisel out your arms a bit more. That way you can really see you arms without the “padding”
