This is an interesting question. There are a couple of issues. There is variations across different heritage. There are genetic variables from lineage. Nutrition definitely affect menarche. Poor nutrition can actually stop active menses patterns. Recording and statistics were notoriously absent or unreliable until the last 100 years. Also it's not really clear if earlier menstruation means earlier ovulation which typically is delayed. Currently the factors that seem to have the biggest effect is heritage. Weight and activity level. Despite the plethora of environmental theories none of them show and particular weight. There seems to be no direct links to dosage or exposure like there is with BMI or exercise.. so realistically it places women at risk for breast cancer. But it's not really sure yet if it is an independent factor from obesity in general.

I had my first period at 13 and so did all of my girls that I hung out with.

In 1960 the average age of puberty was 13. In 1860 it was 16. It is assumed to have been 18 at one point based off some evidence.

There are more than one factor that causes pre-teen girls to get period. Hormonal imbalance being one of the most common reason. If you are on poor diet for a while like often eating processed food, junk food, drinking caffeine often and are obese, either caused hormonal changes which triggers puberty much earlier. Other than that stress and also being exposed to chemicals are some of the reasons.

My mum was surprised when I got my period at 14 and she said I got it too early although my classmates got it much earlier than me. I wasn't obese (I was lean) or was on unhealthy diet or exposed to harmful chemicals but I was definitely stressed for a while. So, I think stress definitely is also a big factor.

Women can hit puberty as young as 9, this hasn’t changed from 100 years ago. It’s a combination of genetics and the result of whatever they eat.

at the point women got them at 17 they were very malnourished and couldnt afford food

Or could it be there's been a marked increase in sucrose consumption (fructose) over grains/tubers (glucose) and fructose decreases liver ATP (energy) by 1% per gram for up to two hours. Meaning the liver is at the efficiency of one that is damaged, even if a doctor would say it's healthy. Ultimately causing estrogen to build up, and up and up.
