You could have Reynaud's syndrome - link - go see a doctor to be sure. This condition is more common in women than men as our extremities are longer and thinner (on average) and there is a little less blood flow to the fingers and toes. A doctor might prescribe you a vasodilator - link
I have the opposite problem - hands and feet that are always super hot (not sweaty though).

It could be a lot of things. Go to your doctor to know for sure. It could be poor diet, circulation, anemia, genetics, etc. Its not normal and can be serious in certain situations so I suggest you try to get a doctors opinion asap. Good luck!
You should visit a physician, maybe you have a circulation problem. This could be the vessels, but also the vasomotoric nerves, resp. something by hormones.

long extremities, thin fingers, poor diet contribute to that. You should examine your lifestyle. Ofcourse it can be gennetic, then you really can't do anything about it
You just need to exercise to enhance the blood circulation :)
