Start keeping track of your food. Figure out how much you're supposed to eat to maintain, and then subtract 250 or so from that number.
You don't have to cut out carbs. You can eat bread. I lost 40 pounds and I still ate bread, oats and rice. (really carb-y) Complex carbs, though, so that you're eating food that actually fills you up. I eat 100% whole wheat bread and brown rice. You like fish? That's good! Eat fish and lean meats like chicken or turkey breast. Eventually your body will start craving those foods. Greek yogurt is good, too. Protein takes longer to digest so it keeps you fuller longer.
The point is that you wanna find something you can stick to so you don't backslide and put all of your weight back on. It doesn't have to be painful and it doesn't have to feel like punishment. That's why people can't stick to their "diets".
As for exercise, look into HIIT. It allows you to get a really good workout in in a small amount of time with the benefits of strength training and cardio.

I've been on the Atkins diet for about 7 months and I've lost nearly 30 pounds and kept it all off. You might want to try that to get started.
Forget the rice and the bread. Forget sugar even exists. Fish is good, vegetables are great, nuts and grain and beans are good too. No rice, pasta, bread, sugars, NO SNACKS EVER.
