work doesn't count as working out, you need to get your heart pumping, from cardio, not stress! Maybe she should lift weights of workout her upper body some how.

Women just have a harder time losing weight. It really sucks. But the only way to lose weight is to eat less and exercise more. She shouldn't eat any less than what she is though. Starving yourself is stupid.
