To build muscle you need to eat more which puts more fat on. To cut you need to eat less which doesn't build muscle, more like tones it.
Lighter weights more reps eg 4 sets of 15 reps = burning more fat and toning muscle
Heavy weights and less reps 4 sets of 5 - 8 reps = build muscle
It sounds like you want to loose % so you want to cut your calorie intake down and do light weights loads of reps.. Also have you tried intermittent fasting? Search for HodgeTwins Intermittent fasting channel on YouTube
Also, there's a pre workout called BSN NO Xplode V2, When I used that I seemed to loose body fat quite fast
Im going more for the size look than the ripped look for now, but the annoying thing with this is you need to buy new shirts / tshirts etc as you out grow them lol...

Going down that low is very difficult unless you are naturally that way. Look up regimens online on how you might do it. I'm naturally skinny with about 6 or 7%, and I've been doing weight training for about a year but only at a casual level. I don't have the super ripped abs where it's an actual bulging six pack just like a shape of the abs. I think it's very difficult to get super huge arms and chest when you are naturally low body fat, so it's a double edged sword if your goal is bulking up while having low body fat.
I think the recommended body fat for an adult male is around 13%. Go below that and you might look anorexic. Which is not a turn on for women.

Don't focus on the abs. You can't reduce fat specifically from one part of your body, no matter how much you focus on it. Just do your normal stuff at the gym and add more cardio, high intensity cardio (sprinting) would be best. Do all this with a calorie deficit and you will gradually lose fat.
abs should be done everyday you work out since they are part of your core and your core muscles are the muscles used the most daily, so they need that extra push. Also, when working out abs don't take breaks even if they feel like they are on fire, just go from one escersize to another. I don't know which ab excersizes you do but I think the best ab work outs are the wheel and plank...obviously do more but those you cannot not do.
Eat healthy and drink plenty of water. Should burn off easily.
Dont go below 10%
