How can a girl build muscle and cut fat at the same time?

It seems like most fitness articles for women tell us how to cut fat to be slender- which means eating less, cutting carbs, and doing a lot of cardio...

But what about muscle gain? I want to gain more muscle in my legs and arms (not a lot to be buff like a guy, but more than I have)- what do I do? What kind os exercises should I be doing? What kind of diet would be ideal for this?
