My boyfriend says he won’t marry me until he starts earning money?

So, I have 8 times higher salary than my boyfriend, he sometimes feels uncomfortable about this. He lives with me, he spends most of his money for me. But he still can’t afford many things. He quit his job to start our own company but it will take time. He gives me all the money he has, sends on my account.

We have talked about marriage, but he tells me that he doesn’t want to marry me unless he starts earning decent amount of money, he doesn’t want me to suffer in future and that if he can’t earn enough money he won’t marry me. But we already live together. He said maybe we should marry at 27. We are 23 and 24 years old now.

I am not sure if this is an excuse, because we already live together, like a married couple, why not put this on paper? I lost my virginity to him and he lost his virginity to me, we’ve been dating since April and he moved in with me in October.
