In the US, teenage marriage is pretty much legal. Both individuals need to be 18, and they "legally" don't need their parents permission.
I certainly don't recommend anyone getting married that young at all, but it IS legal.
Why would you want the "state" to provide healthcare and financial needs for a mother and child? That idea is ultimately a dumb one, to expect the taxes of everyone else to be given to support a young woman and child.
If two people are old enough to get married, they SHOULD be responsible enough to take care of themselves! I don't understand the thinking that the Gov't should be one providing stuff for everyone. The US isn't a communist country. For those trying to bring that shit here, y'all need to go live somewhere else and experience that garbage to see just how well that works first.
You need to take FULL responsibility for yourself and your family LONG before you decide the Gov't needs to provide for you. I guarantee they could care less about your "needs". The piss poor quality of "care" Gov't assistance provides, should be enough to tell you that!
Having sex 14-17 is dumb. It would be ridiculous to get married at such a young age. At 14 I was still playing with legos and playing Pokemon.

In most states it is legal with parental consent & if you do not have parental consent the age is 18. Some say it should be legalized like marijuana & others say it should be banned. On the other hand marriage is like a hurricane there is a lot of blowing in the beginning & when it’s all said & done your house is gone.
