I'll pick yes, but it actually requires both. In a culture where arranged marriages are glorified and preferred, and the parents have most of the control in choosing who their kid (s) marry, I can relate to this question on a deeper level, and I've seen so many marriages fall apart when these things aren't taken into consideration.
Most parents here in the South-East think that if the parents think such and such person is compatible for you, then they must be right and they feel like they know what's best for their kids, regardless what the kids think, when this isn't always the case.
If there's just mutual cooperation and no love, you're nothing more than roommates who are living together. You don't get excited at the thought of one another, and the sex is little to non existent and even then, it feels like a chore and a hassle. On the flipside if there's just love and no mutual cooperation, you don't really have much going for yourselves. Sure, the sex might be amazing and your love life's flourishing, but if there's no mutual understanding amongst yourselves, you can't really work as a team and raise a stable family. You'll argue with one another on various topics and you won't really get along. Absence of either one will eventually lead to divorce.
I can remember the 1980's. It was called the "Me Generation" The divorce rate skyrocketed. My wife and I were married in 1972. We celebrated 50 years together last Thursday. My father told me on the day I got married that he only had two words of advise, The first was an appeal for tenderness, "Son, don't ride her like a horse". The second was a suggestion for autonomy, "Get the Hell out of Dodge" "Don't live within 50 miles of either your mother or hers." "Make your own mistakes, and work together to solve them". My father's help was always available to me, but I had to ask for it. He was not going to but in. My father popped the question to my mother one Saturday morning during their drive back and forth from Lake City , Fla to Live Oak, Fla. She thought he was kidding, but being full of Piss and Vinegar, she went along with the "Joke" . He drove her home to pick up some clothes and continued on to Live Oak. Pop knew the JOP and knew he would be auctioning cattle at the pavilion. During intermission my father slipped him a 10 dollar bill and he agreed to meet them at his office after the auction. The ring was a drilled out dime (real silver back then) he made in engineering school which she wore until she died. No promise of wealth. But they did pretty good. Our wedding on the other hand was more the traditional southern wedding. My wife made her own wedding cake, She wore her sister's dress and headpiece. My wife has stuck by my side through multiple health issues due to diabetes, multiple employment losses due to the same. My mother admitted that I had married the right girl at the 40 year mark.( we weren't supposed to last a week)
Mutual cooperation just doesn't happen if the Love is not there to keep you focused.
Marriage for love is a relatively new concept. Historically it has had nothing to do with cattle, but rather a business transaction, as in the trading or sale of goods, or as ransom for the security of nations (the king is far less likely to attack the nation in which his daughter and grandchildren reside).
That being said, love helps.

Love is a given. Or should be. Committed relationships require a lot of compromise. It’s two halves making a whole. There is no way around it if you want to be happy. Requires both give and receive.

Listen, growing up my grandma use to tell me you can't be annoying in life.
As I got older I realized she's 100% right.
Life by nature will drain your energy, life has a lot of disappointments built into it.
In a relationship or marriage is best to not bother the other person.
Be kind and be respectful, but don't harass the other person with nonsense or place ridiculous expectations on them as that creates pressure on them and drains them of their energy.
Give them space and lots of freedom so that way they don't feel overwhelmed and pressured.
And things should work fine.
Too many people and their silly Disney Channel expectations is what ruins relationships and marriage.

Love is cooperation.
If "love" only means "passionate affection and like for another person" then it would be stupid.
If you "love" your mom, but actively ignore her and do nothing for her, then your love is nothing.
Love in marriage is a binding commitment to look out for what's best for the other person. If it were just a feeling or preference, then "love" ceases to exist when you're mad at the other person--something that will happen repeatedly in the relationship as disagreements occasionally arise.
Mutually looking out for what's best for another person is a form of cooperation. That cars can look like formal cooperation, like agreements toward what each of you will do for the family, but it can also look like a general feeling of trust and obligation to one another.
To succeed it requires love, properly defined. Love is not a feeling. It is the action of seeking the better for the other.

Marriage is not just few words. It's more than that, it's a strong bond based on Love, care, trust, understanding, loyalty, patience, adjustments, compromises, sacrifices, forgiveness, mental support, financial support, intimacy, companionship, togetherness, etc. It's a life long commitment not game for fun or time pass.
It's not about travelling together, taking pictures, posting them on social media, driving in a car together, shopping together, marrying to show off.
A successful marriage requires 4 things. Love , trust, commitment, and endurance.
You must love eachother even when you hate eachother
You must trust eachother to do the right thing.
You must be committed to eachother through good and bad.
You must be willing and able to endure the hardships life throws at you.

Women don't know how to love anymore because modern society told them to be like men. Divorce is at an all time high due to how women are manipulated by feminism and other organizations to think its great to be single.
Marrage just requires that you don't divorce. Being happy in marriage requires both and much more.
I suspect there have been marriages of convenience that were little more than business transactions.

I think the Clinton's are proof that a marriage can work without love and just be a business arrangement. But I don't think it'd be very fulfilling. I suppose it works if you never really had a soul though. 🤣
It requires both and you have to choose to love that person and consider their needs often times above your own.
I believe that if you're married and you want to stay that way for many years love is also necessary so that you guys can face the many struggles together in harmony
