Neither. It’s a sign that you haven’t grown.
Regret is a useless emotion and it’s self defeating. If you have done something wrong and you can fix it, then fix it and move on. If you have done something wrong and you can’t fix it, then make it part of your living amends and move on. Regret is a one person grudge. Which has been described as drinking poison and waiting for the other person to die. But with regret, you’re the only person in the equation. It’s self flagellation.
If you care about yourself, find a way to get past it and move on with your life. This is especially important if you have people who love you and depend upon you. You are less of a person when you wallow in regret. You have to be more for the people who love you and need you. Let go of regret by any means necessary.
It depends upon your starting point.
For example
- if you normally deny all responsibility for your actions, then regret is progress.
- if you normally take responsibility for your actions, learn from them and accept that they can not be undone, then regret is a step backwards.

regret is just a realization that you've made a mistake or... but it doesn't have to be a failure even if you're missing out, growing up though... takes a whole lot more to do too
Not really. Regret can be something you feel in the moment, like "I regret knowing __". But maturity is the ability to see a thing that didn't work out and keep moving without regret.

Failure is the perfect recipe for growth. As long as one learns.
