What does it mean when a boy stares at you and smiles?

Well there is this boy I like but I'm to shy to talk to. He is a grade higher than me and is very quiet. The problem is that he's shy as well, as my friend said, and it makes us both awkward around each other. I'm not sure if he likes me but I always catch him staring at me for a long period of time. But when I told my friend, she says he always stare at people creepy SO I lost hope and doubted. But a few days went by and I was going home and I saw him next to me walking. We talked and I couldn't stop smiling and I see him smile. We said bye to each other and I wanted to hug him so bad! Sometimes when I laugh with my friends I look over and see him smiling or laughing at my direction. Then at the end of the of last Friday I seen him and asked for his number(stupid huh?) And he said it broke and he has to get another one. I was sad but we continued to chat again. We talked about random stuff and then he said "Well bye" and hugged me for a good 10 seconds! I was so thrill. I asked my friends what to do and she said just be friends with him and talk to him so he can know I'm still interested in being his friend! he is my friend on Facebook and he is always online. I chatted with him once and we talked for a while. Then the next day I chat him again and he doesn't respond. I felt as if I'm annoying him and stopped:/ My question is does this mean he likes me or as a friend?PLEASE HELP!
